The agreement recognizes the role of non-partisan stakeholders in the fight against climate change, including cities, other sub-national authorities, civil society, the private sector and others. The landmark agreement aims to limit global warming to less than 2 degrees Celsius, and the value established by climate scientists will have disastrous consequences if it is exceeded. Trump called the deal an economic disadvantage and said it could cost the country 2.5 million jobs by 2025. He also said that there were other large issuers, such as China, a free pass. The government could send a strong signal at the start of the new year by declaring its commitment to carbon neutrality by 2050 and promising to formally submit a new NDC as soon as it is able to do so. Unlike the Kyoto Protocol, which set legally binding emission reduction targets (as well as penalties for non-compliance) only for industrialized countries, the Paris Agreement requires all countries – rich, poor, developed and developing – to take their share and reduce their greenhouse gas emissions. To this end, the Paris Agreement provides for greater flexibility: commitments that countries should make are not included, countries can voluntarily set their emissions targets and countries will not be penalized if they do not meet their proposed targets. But what the Paris agreement requires is to monitor, report and reassess, over time, the objectives of individual and collective countries, in order to bring the world closer to the broader objectives of the agreement. And the agreement stipulates that countries must announce their next round of targets every five years, contrary to the Kyoto Protocol, which was aimed at this target but which contained no specific requirements to achieve this goal. These rules of transparency and accountability are similar to those set out in other international agreements. Although the system does not include financial sanctions, the requirements are intended to easily monitor the progress of individual nations and promote a sense of overall group pressure, discouraging any towing of feet among countries that might consider it.

President Trump is pulling us out of the Paris climate agreement. The NRDC is working to make the Global Climate Climate Action Summit a success by inspiring more ambitious commitments to the historic 2015 agreement and enhanced pollution reduction initiatives. If the United States joined the agreement, it would be technically necessary to implement an NDC within 30 days. Under U.S. law, U.S. participation in an international agreement may be denounced by a president acting on the executive branch or by an act of Congress, regardless of how the United States acceded to the agreement. The Paris agreement stipulates that a party cannot withdraw from the agreement within the first three years of its entry into force.
